从修辞的角度来说，同义词可以避免重复，避免句子的单调，为语篇增色。从语篇的角度来说，两个或者两个以上同义词出现在同一个小句内，其功能有可能是用一个词解释另一个词的含义，或者加强语气。原文中同义词“救助” 一词，在翻译时，为了避免重复，也为了表达准确，我们可以分别翻译成welfare，subsidized 和assistance。
