1986年，青岛市绿化委员会发出了《关于在全市开展评选“市树”、“市花”活动的意见》，决定在青岛市民中公开评选“市树”和“市花”。先后在《青岛日报》分期刊登有关树木和花卉的介绍资料，供市民评选参考，发出预选票6000张。
1988年3月8日，青岛市第十届人大常委会第二次正式通过 确定雪松为青岛市的“市树”，山茶(耐冬)、月季为青岛市的“市花”。

On March 8 1988 the Standing Committee of the 10th Qingdao Municipal People's Congress officially approved for the second time that cedar is the "city tree" of Qingdao and Camellia (winter resistant) and rose are the "city flower" of Qingdao.
