句型1 Censorship could be a threat to freedom of expression.

审查制度可能对言论自由构成威胁。

could be 用于说“虽然不一定是那样，但也有可能是那样”。这句话在表达新观点时也能使用。can be比could be的确实性高。表达“虽然可能性很少，但这种可能性不是零”。

a threat to (对…构成威胁)，可数的名词需要加冠词a threat。
