The first phase of the Vietnam Tra Vinh Dongcheng 80MW offshore wind power project implemented by a Chinese company was officially put under construction on June 29. After it is completed the project will deliver clean and reliable energy to the local power grid so as to meet the increasing demand.

In the autumn of 2021 the second Belt and Road Energy Ministerial Conference was concluded in Qingdao China. The several documents issued at the conference such as the Belt and Road Initiative for Green Energy Cooperation in Qingdao and the Belt and Road Energy Partnership Charter served to witness the green development under the Belt and Road Initiative (BRI).

中阿合作:赫利俄斯风电项目群China-Arab cooperation: Helios wind power project group
在毗邻大西洋西岸,巴塔哥尼亚高原中部,举目可见的109台白色智能风电机组迎风矗立,随着偌大叶片缓缓转动,源源不断地为千家万户输送着清洁、绿色的电力。
There are 109 white smart wind turbines in the heart of the Patagonia Plateau by the west coast of the Atlantic Ocean. With the slow rotation of the huge blades they keep delivering clean and green power to the numerous households in Argentina.
这便是中国电建承建的阿根廷最大风电项目群——赫利俄斯风电项目群。2022年6月,该项目群收到实质性完工证明,顺利完成整体移交。
It is the Helios wind power project group the largest of its kind in Argentina undertaken by PowerChina. In June 2022 the certificate of substantial completion was received for the project and it was completely handed over.
赫利俄斯风电项目群总装机容量达354.6MW,由5个风电项目组成,分别为罗马布兰卡I期(51.2MW)、II期(51.2MW)、III期(51.2MW)、VI期(102.4MW)和米拉玛尔(Miramar)(98.6MW)。
“项目运用了先进的风电技术,具有传输发电效率高、电力损耗少、运行稳定等特点,有效提高了阿根廷的风力发电能力。”吉赫纳是风电项目上的一名电子技术员,言语中,满是对工作的自豪和对项目的认可。
“The project employs advanced wind power technology featuring high efficiency in transmission and power generation lower power loss and stable operation and thus has effectively improved Argentina’s wind power generation capacity ” said Jihena an electronic technician in the project that took pride in his work and satisfaction in the project.
为了实现传统能源向绿色能源转型,促进可持续发展,2015年底,阿根廷政府颁布的第27191号法律规定,到2019年底,阿根廷全国电力装机容量的8%来自可再生能源,到2025年底达到20%。阿根廷投资贸易促进局的报告显示,阿根廷将在2030年实现可再生能源发电占总发电量25%的目标。
“阿根廷的风电行业正处在快速发展期,赫利俄斯风电项目群的建成为全国风力发电装机容量的飞跃作出了重要贡献。”阿根廷风能商会副主席卡斯塔尼诺表示,得益于赫利俄斯风电项目群的建设,阿根廷减少了液体燃料进口,节省了大量资金。
“Argentina’s wind power industry is experiencing rapid development and the completion of the Helios wind power project group marked a soar in installed capacity.” Gustavo Castagnino vice chairman of the Argentine Wind Energy Chamber said that Argentina has reduced the import of liquid fuels and saved a lot of money thanks to the project.
中国电建阿根廷分公司总经理涂水平也表示,该项目群建设不仅有利于促进阿根廷环境保护事业发展和能源转型,还为当地提供了超1000个工作岗位,有助于促进当地经济发展,改善民众生活。
Tu Shuiping general manager of PowerChina’s branch in Argentina also said that the construction of the project group has promoted environmental protection and energy transformation in Argentina and also created 1 000 jobs for local people which will help fuel local economic development and improve people’s lives.
赫利俄斯风电项目群5个独立风场项目全部并网发电,是中国企业在阿根廷市场的一个重要里程碑。统计数据显示,该项目群顺利落地,每年可为当地提供16亿千瓦时清洁电力,满足36万户居民用电。同时,可让阿根廷每年减少燃烧标准煤65万吨,减少碳排放180万吨。
The five independent wind farms of the group have all been connected to the grid for power generation another important milestone move for Chinese enterprises in the Argentine market. Statistics show that the Helios wind power project group has been successfully implemented to provide 1.6 TWh of clean electricity for local areas every year and meet the need of 360 000 households for electricity. Also thanks to it Argentina can reduce the burning of standard coal by 650 000 tons and reduce carbon emissions by 1.8 million tons per year.

在埃塞俄比亚索马里州阿伊萨镇的广袤戈壁上,同样可以看到一排排“大风车”笔直挺立,洁白的机身,修长的叶片,在大漠戈壁的映衬下,悠悠地转着,构成了一幅壮丽的戈壁美景图。
On the vast Gobi in the town of Aysha Somali Region Ethiopia huge windmills are lining up in white. The long blades rotating slowly and the desert constitute a magnificent view.
这是阿伊萨风力发电站,由东方电气集团国际合作有限公司承建,是埃塞俄比亚东部区域唯一一个发电站。项目总装机容量120MW,安装48台套单机2.5MW的风机,预计每年可提供4.67亿千瓦时的清洁电力。截至2022年6月底,该项目已完成32台套风电机组的安装调试,部分机组已并网发电。
It is the Aysha Wind Power Station built by the International Cooperation Co. Ltd. Under Dongfang Electric Corporation and is the only one of its kind in the eastern region of Ethiopia. It has a total installed capacity of 120MW with 48 sets of wind turbines of 2.5MW each. It is expected to generate 467 GWh of clean power every year. As of the end of June 2022 the installation and commissioning of 32 sets of wind turbines had been completed with a portion connected to the grid for power generation.
“我太兴奋了,这就是中国技术!”每当回忆起项目第一台风力发电机成功吊装时的场景,埃塞籍安装工人尼古斯芬达仍然掩饰不住激动之情。
“I’m so excited because it is Chinese technology!” Whenever he recalled the scene when the first wind turbine was hoisted and installed on the site the Ethiopian employee Nigus Fenda would be too thrilled.
阿伊萨风力发电站项目完全按照中国标准建设,所有风力发电机组全部由东方电气自主研发生产。风电机组采用直驱技术,降低了运行和维护成本。叶片采用了钝尾缘翼型、高叶尖速比设计理念,有利于提高性能,降低载荷。此外,项目还实施了多项数字化技术,如远程在线监测分析技术、自主电控系统等,提高了运行和管理效率。
建设中的札纳塔斯风电项目
项目现场经理穆鲁肯,在埃塞电力公司工作了20多年,有着丰富的项目管理经验。他表示,风电属于可再生资源,对国家、政府、电力公司、本地居民都非常有利,也能使国家提高经济效益,“阿伊萨风电项目是索马里州地区的第一个发电站,将有力改善供电质量,提高电网电压的稳定性”。
Muluken site manager of the Aysha project has worked for the Ethiopian Electric Power for more than 20 years and boasted extensive project management experience. He said that wind power a renewable resource is beneficial to the country government power companies and local residents in Somali and can increase economic benefits to the country. “The Aysha Wind Power Project marks the first power station in the Somali Region. It will effectively improve the quality of power supply and add stability to the grid.”
2022年是中国埃塞建交52周年,半个世纪以来,两国传统友谊历久弥坚,尤其是“一带一路”倡议下,两国在能源领域合作愈加深入。近年来,埃塞俄比亚提出大力开发清洁能源项目,致力于成为非洲大陆主要电力供应国,并计划在未来10年投资400亿美元开发71个清洁能源项目,其中包括24个风电项目。埃塞俄比亚驻华大使特肖梅·托加接受媒体采访时表示:“中国和埃塞俄比亚在清洁能源领域合作潜力巨大,这种合作具有历史性意义。”
The year of 2022 marks the 52nd anniversary of the establishment of diplomatic relations between China and Ethiopia. For half a century the friendship between the two countries has become increasingly strengthened. Especially under the BRI the two countries have seen further cooperation in the energy field. In recent years Ethiopia has proposed to vigorously develop clean energy projects with a hope of becoming a major power supplier on the African continent. It aims to develop 71 clean energy projects with a total investment of 40 billion US dollars in 10 years including 24 wind power projects. Teshome Toga Chanaka Ethiopian ambassador to China said in an interview with the media “China and Ethiopia witness great potential for cooperation in the field of clean energy and the cooperation is of historic significance.”

Kazakhstan in Central Asia also sees vigorous development of wind power.
6月30日,中企投资的哈萨克斯坦谢列克风电项目首批发电机组并网发电,向正式投入商业运营迈出重要一步。
On June 30 the first generator sets of the power project in Shelek Kazakhstan funded by a Chinese enterprise were connected to the grid to generate electricity which indicated an important step towards formal commercial operation.
哈萨克斯坦位于欧亚大陆“一带一路”通道的重要位置,是欧亚大陆的能源枢纽。
Kazakhstan occupies an important position along the Belt and Road and is an energy hub in the Eurasian continent.
时间回溯到1年前,哈萨克斯坦当地时间2021年6月20日凌晨1点40分,在万众期待下,位于哈萨克斯坦江布尔州萨雷苏区札纳塔斯市的札纳塔斯100MW风电项目第40台风机顺利并网。随着控制屏幕上所有风机运行参数正常显示,主控室响起热烈的掌声,标志着中亚地区装机容量最大的风电项目正式开始满负荷输送绿色电力。
One year ago at 1:40 a.m. on June 20 2021 local time in Kazakhstan the 40th wind turbine of the 100MW Zhanatas Wind Power Project in Zhanatas a town in Sarysu District of Jambyl Region of Kazakhstan was successfully connected to the grid. With the parameters of all wind turbines displayed on the control screen indicating normal a round of applause was heard in the main control room. It means that the wind power project with the largest installed capacity in Central Asia started to deliver green power at full capacity.
“中国造”风电设备通过“海上丝路”出口到海外
札纳塔斯风电项目实现全容量并网,是中国“一带一路”倡议和哈萨克斯坦“光明之路”新经济政策对接合作加速推进的缩影,为中资企业在哈乃至中亚地区开发可再生能源积累了宝贵经验。
The full-capacity grid-connection of the Zhanatas Wind Power Project is a microcosm of the accelerated partnering between China’s Belt and Road Initiative and Kazakhstan’s new economic policy “Nurly Zhol” (The Bright Road). It has contributed to the buildup of valuable experience for Chinese-funded enterprises to develop renewable energy in Kazakhstan and even across Central Asia.
该项目总投资约1.5亿美元,共建设40台2.5MW智能风电机组,采用中国资本、中国技术和国际标准,是中哈产能合作清单首批重点能源项目之一。项目年发电量达3.5亿千瓦时,满足哈萨克斯坦南部地区100多万户家庭的用电需求,有效缓解了当地缺电的情况。
The Zhanatas project sees a total investment of about 150 million US dollars and 40 smart wind turbines to be built with a capacity of 2.5MW each. It attracts capital from China employs Chinese technology and complies with international standards. It is one of the first key energy projects on the China-Kazakhstan production capacity cooperation list. The project generates up to 350 GWh per year which can meet the demand of more than one million households for electricity and has effectively alleviated power shortage in Kazakhstan.
项目投运后,每年还可节约标准煤10.95万吨,减少二氧化硫排放量1031吨,氮氧化物934吨,二氧化碳排放量28.9万吨,烟尘排放量322吨,减少灰渣排放量3.29万吨。为哈萨克斯坦推进可再生能源装机占比提升,实现能源体系“去碳化”做出示范,树立起中哈产能合作能源板块的新里程碑。
After the project is put into operation it can save 109 500 tons of standard coal and can cut down 1 031 tons of sulfur dioxide emissions 934 tons of nitrogen oxides 289 000 tons of carbon dioxide emissions 322 tons of smoke dust emissions and 32 900 tons of ash emissions. It has set an example for Kazakhstan to increase the proportion of installed capacity of renewable energy and achieve decarbonization of the energy system. It also marks a milestone for China-Kazakhstan cooperation in production capacity cooperation in the energy sector.
江苏连云港港口,一批风电塔筒正在装船出口海外
如今,札纳塔斯风电项目已经成为哈萨克斯坦南部一道亮丽的风景线。当地不少居民在风机并网后,纷纷前来合影留念,为眼前的这条风景线点赞。在他们看来,札纳塔斯风电项目正在改变着他们的生活,转动的风机为曾经的戈壁草原赋予了新生。
