11月23日，中央网信办印发《关于进一步加强娱乐明星网上信息规范相关工作的通知》（以下简称《通知》），提出建立负面清单、分级监测明星账号等多项措施，旨在进一步维护良好网络舆论秩序，营造更加清朗的网络空间。
China's top internet regulator said on Tuesday that it will establish a negative list to prevent celebrity-related content from promoting distorted values including abnormal aesthetics vulgar scandals and content that induces fans to blindly idolize celebrities or that hypes the comeback of entertainers who have illegal and unethical records.
同日，中国演出行业协会网络表演（直播）分会公布了第九批网络主播警示名单，警示人员共计88名，其中，包括“郭老师”“铁山靠”等网络主播，以及吴亦凡、郑爽、张哲瀚等演艺人员，这也是首次将违法失德艺人纳入网络主播警示名单。
On the same day the China Association of Performing Arts published the ninth warning list for livestreaming performances covering 88 celebrities including Chinese-Canadian pop idol Kris Wu Yifan who has been arrested on rape charges actress Zheng Shuang who was fined for tax fraud and actor Zhang Zhehan who visited Japan's war-linked Yasukuni Shrine and went against the Chinese public's emotions.

负面清单 分级监测
网信办印发的《通知》从内容导向、信息呈现、账号管理、舆情机制等4个方面提出15项具体工作措施，力求有效规范娱乐明星网上信息。
The notice released by the Cyberspace Administration of China (CAC) on Tuesday listed 15 measures in four areas to manage how online information about celebrities is presented - content orientation information presentation account management and the mechanism of public opinion.
《通知》列出包括娱乐明星网上信息不得含有法律法规明确禁止的内容，不得宣扬流量至上、畸形审美、炫富拜金等不良价值观，不得为博眼球低俗炒作绯闻丑闻、渲染明星情感纠纷隐秘细节，不得未经授权曝光、买卖明星身份信息、家庭住址、行程信息等个人隐私，不得批量发布涉明星艺人及其作品，恶意营销或刷量控评，不得挑动粉丝群体互撕谩骂、攻击对立，或刺激诱导粉丝群体过度消费应援等八项行为。
Celebrities should not induce fans to illegally fundraise or provoke confrontation among “fan cultures ” the notice says adding that celebrities who were recently involved in unethical and illegal behaviors will be strictly prevented from reviving their careers.
It also said internet regulators will further strengthen positive online content about stars and establish a negative list to prohibit celebrity-related content that promotes abnormal aesthetics hypes vulgar scandals and induces fans to blindly idolize celebrities and leads to exposing personal information of other celebrities.

《通知》要求加强对明星、经纪公司（工作室）、粉丝团（后援会）、娱乐类公众账号、MCN机构等账号和主体的管理，从源头上规范娱乐明星网上信息，同时要求网站平台建立健全涉娱乐明星网上舆情监测、处置和引导机制。
具体而言，各平台要全面摸清明星账号注册底数，根据粉丝数量、传播能力、信用评价等情况，对明星账号进行分级管理，相关情况向网信部门定期报备。建立各平台重点关注目录清单，对达到一定粉丝数量和传播能力的明星账号，进行实时监测和动态预警。对于热点敏感社会话题中，发布带偏节奏、混淆视听、煽动极端情绪信息内容的明星账号，及时采取处置措施，并向有关主管部门报告。
Platforms should manage celebrity-related accounts under hierarchical management monitor and establish warning mechanisms for accounts with certain amount of followers. Accounts that publish biased confusing information that provokes confrontation and manipulates public opinions should be punished accordingly.
Multi-Channel Networks (MCN) partner companies that manage those accounts will also face punishment based on the gravity of the incidents such as restricting their business promotion and profits online.

近年来，网上泛娱乐化倾向、低俗炒作现象屡禁不止，流量至上、畸形审美、“饭圈”乱象等不良文化冲击主流价值观，一些网上有关明星的宣传信息内容失范，绯闻八卦、隐私爆料占据网站平台头条版面、热搜榜单，占用大量公共平台资源，人民群众反映强烈。
作为应对，监管整治娱乐圈乱象的相关工作也进入常态化。8月26日，网信办发布《关于进一步加强“饭圈”乱象治理的通知》，其中包括取消所有明星的排行榜单、不得诱导粉丝打榜和消费、严禁网络互撕现象、严控未成年人追星行为、强化节目设置管理和规范应援集资行为等。
The CAC had recently also issued a slew of measures to enhance rectification with specific measures over the sick parts of the entertainment industry.
A notice released by the CAC in August had asked provincial offices to heighten the efforts to rectify the fan circle chaos and make entertainment-related platforms to ward off irrational idol worshipping.
