【作者简介】

戈文达拉杰是印度德里大学法学院的荣休教授，毕生致力于国际法、公法和私法、宪法学的研究，此外他还教授德里大学法学院的研究生学习罗马法、国际机构法和人权、海洋法以及其他国际公法相关课程，曾在多所著名大学和学术机构担任客座教授。
