位于浙江省丽水市的云和县，素有“九山半水半分田”之称。千百年来，云和畲汉两族人民根据不同的地形、土质修堤筑埂，把终年不断的山泉引进梯田，造就了中国最美梯田——云和梯田。山区气温比平原地区低，每年芒种节气，正是云和梯田开犁耕种的时节，当地山民这天要举行开犁节。开犁节上，农人们吹响开山号，犒赏耕牛，举行庄重的祭田神仪式，用歌声和优美的舞蹈表达对祖先开垦这片土地的感激和祈求五谷丰登、六畜兴旺、家族和睦的愿望。

云和梯田有着“千层梯田、千米落差、千年历史”的独特风貌，日出云海、四季梯田、传统村落，云瀑、雾凇等是绝无仅有的自然景观，具有极高的观赏游憩价值，是华东地区规模最大的梯田群，是云和最具竞争力、最有辨识度的旅游资源。特别是梯田坐西朝东的地理方位，日出云海天数每年超过100天，是全球著名的日出云海拍摄地，是摄影家眼中的“中国最美梯田”。

It is a world-famous shooting place of sunrise and sea of clouds the “most beautiful terrace in China” in the eyes of photographers and has become the “base of international artists creation on the spot”.

近年来，云和县立足“一城一湖一梯田”空间布局，创造性提出并深入实施以梯田创5A为龙头的全域5A发展模式。2020年，梅源芒种开犁节填补二十四节气国家级非物质文化遗产名录空白，云和梯田顺利通过国家5A级旅游景区景观质量评审；2021年，一级游客接待中心以及华东地区最长的观云索道投入运营，梯田创5A项目攻坚取得突破性进展。

独特的景观，让梯田成为越来越多人心驰神往的旅游目的地，游客数量梯田景区已连续四年年均营收增长超过52%。随着云和梯田景区影响力的不断提升，灰寮、牛栏、猪圈等生产用房成了开发旅游、激活生态产品价值的重要资源，其中，云和梯田景区所在的坑根村通过统一盘活闲置农房，生产用房纷纷变身书店、咖啡馆、酒吧，村民在家门口凭“卖风景”就吃上了“旅游饭”。

据了解，为推动云和生态旅游发展，进一步扩大云和梯田开犁节品牌影响力和国际知名度，2017年6月3日召开的第十一届云和梯田开犁节开幕式上，云和还发起成立了全球梯田保护与发展联盟，成员包括云和梯田、元阳梯田、龙脊梯田及墨西哥、韩国等海外梯田景区，和各地梯田景区携手，取长补短，相互借鉴，共同研究、共同带动梯田的保护与发展。2021年云和又还成立了云和梯田保护与发展全球智库，旨在共同探索梯田保护性开发、规范性建设、科学性利用等备受关注的问题，为全球梯田可持续发展提供强有力的智力支持。

自启动国家5A景区创建以来，云和梯田先后辐射带动云和县近三分之一版图的南部山区增收振兴，惠及群众2万余人。目前，在景区工作的当地村民有170人；景区周边有农家乐民宿164家，从业人员420人，户均年营业额超过20万元；景区周边农民人均收入从2016年的1万元增加到2021年的2.5万元，年均增长保持在15%以上，增幅和总量均高于全县平均水平。
