本章从保障、建设、应用、安全及效率五个维度出发 构建了更准确有效的医院信息化评价体系。然后针对医院信息化评价的问题，利用基于前景理论的中智犹豫模糊不确定语言PROMETHEE多属性决策方法对其进行信息化综合评价。
This chapter constructs a more accurate and effective hospital informatization evaluation system from the five dimensions of guarantee construction application safety and efficiency. Then aiming at the problem of hospital informatization evaluation the CIIC hesitant and uncertain language PROMETHEE multi-attribute decision-making method based on prospect theory is used to comprehensively evaluate its informatization.
首先，作者对定量评价和定性评价进行了区分总结，然后介绍了综合评价的流程，主要分为三个步骤：①确定评价指标体系；②赋予指标权重；③构建综合评价模型并对具体的参评对象进行综合评价。
First of all the authors made a distinction and summary of quantitative evaluation and qualitative evaluation and then introduced the process of comprehensive evaluation which is mainly divided into three steps: (1) determine the evaluation index system; (2) Give weight to indicators; (3) Construct a comprehensive evaluation model and conduct a comprehensive evaluation of specific participants.
接着，作者对齐齐哈尔市医院信息化水平评价指标体系构建原则进行了阐述，主要包括系统性、实用性、相关性、导向性和真实性原则。

通过文献查询、专题小组讨论以及专家咨询的方法，确定齐齐哈尔市医院信息化评价指标体系如下表所示，由5个维度构成：信息化建设保障水平、信息化基础设施建设水平、信息化管理应用水平、信息化安全管理水平、信息化效率。
Through literature query panel discussion and expert consultation the informatization evaluation index system of Qiqihar Hospital is determined as shown in the following table which is composed of 5 dimensions: the level of information construction guarantee the level of information infrastructure construction the level of information management application the level of information security management and the efficiency of information.
由于评价指标的数量较多，专家较难给出各指标的权重信息，因此选择权重信息完全不确定的中智犹豫模糊不确定语言PROMETHEE多属性决策方法进行评价。最终得到的结果如下图所示：
Due to the large number of evaluation indicators it is more difficult for experts to give the weight information of each indicator so the multi-attribute decision-making method of PROMETHEE a hesitant and uncertain language with completely uncertain weight information is selected for evaluation. The final result is shown in the following figure:
评价结果与实际中选定的各医院的信息化排名一致，验证了基于前景理论的中智犹豫模糊不确定语言 PROMETHEE 多属性决策方法在医院信息化水平评价中的有效性和合理性。
The evaluation results are consistent with the informatization rankings of the selected hospitals in practice which verifies the effectiveness and rationality of the MULTI-attribute decision-making method of PROMETHEE a hesitant and uncertain language based on prospect theory in the evaluation of hospital informatization level.
然后作者分析目前齐齐哈尔市的医院信息化的发展建设情况，为发现在医院信息化建设中存在的不足和提高医院信息化的建设水平提出相应的建议和对策。
Then the author analyzes the current development and construction of hospital informatization in Qiqihar City and puts forward corresponding suggestions and countermeasures for discovering the shortcomings in hospital informatization construction and improving the construction level of hospital informatization.
